Same question with Fu. The whole line starts with H (Ha, Hi, Fu, He, Ho) and it is pronouced with a H kind of sound so why is it written with an F? ふ is pronounced differently from the rest of syllables on the H-line. The sound is a lot closer to "fu" than "hu", while the rest are definitely H-sounds.
